Report fraud at TfGM

Transport for Greater Manchester (TfGM) is committed to the highest possible standards of openness, honesty and accountability and we will not tolerate any form of malpractice or wrong doing. We have a zero tolerance approach towards acts of fraud and corruption.

Such acts come at a cost and may prevent us providing the level and quality of service our customers expect and deserve.

We encourage everyone to feel confident in raising any concerns they have about actual or suspected illegal or illegitimate practices occurring within TfGM; or any other concerns they may have over any aspect of its operations or the conduct of its employees.

Any personal information you choose to provide in your report is voluntary and will be used by TfGM for the purposes of reviewing and investigating potential fraud or corruption.

What to report

These are the matters we want to hear from you about:

  • Fraud within our supply chain (for example, overcharging by suppliers, rigged tenders, undisclosed gifts and hospitality or conflicts of interest)
  • Revenue fraud (for example, counterfeit ticketing, abuse of travel discounts or concessionary schemes, false claims for refunds or fraudulent avoidance of penalty charge notices)
  • Employee related fraud (for example, inappropriate overtime or expenses claims, undisclosed secondary employment, abuse of employee travel pass scheme)
  • Theft or misuse of assets (for example, theft of spares or scrap, theft or sale of TfGM property, misuse of TfGM assets such as company vehicles)
  • Any other matter concerning wrongdoing or considered to be in the public interest to report regarding TfGM conducting its business activities.

We expect that reports will be made in good faith and where we find we that false or malicious allegations are made which damages our reputation or that of our employees we will take action against persons making these claims.

How to report

Anyone can report a concern regarding TfGM to Internal Audit by any of the following ways:

When you report your fraud or corruption suspicions, please include as much information as possible so that our team can fully investigate your concerns.

It helps with any investigation if you provide contact details in order that we may clarify information and where necessary ask you to provide evidence to support the investigation process. Any concerns raised anonymously will be considered depending on the creditability of the information provided.

All concerns will be looked at but not all will warrant a full investigation; it may be that some matters can be resolved informally. All concerns raised will be handled sensitively, in confidence and to prevent any acts of victimisation, discrimination or harassment against the individual.

What happens after you report a suspected fraud

We assess every report. If there’s enough information we may:

  • Take action to stop the fraud
  • Recover money owed
  • Take disciplinary action, or prosecute where appropriate
  • Publish details of successful prosecutions in the local press

We can’t give updates on individual cases but we take all reports seriously. All referrals will be treated in the strictest of confidence.

What to do if you have been a victim of fraud

If you have personally been a victim of fraud on our transport system, report it directly to Action Fraud or the police (online or on 101), unless it's an emergency. They can provide you with further help, advice and support.
