1. Who we are
The Safer Roads Greater Manchester Partnership is a multi-agency partnership committed to reducing the numbers of deaths and injuries on Greater Manchester's roads, by changing attitudes and behaviour.
2. Summary of the use of the Data
This traffic survey captures footage of passing motorists. The images are initially processed using artificial intelligence (AI) to analyse whether the motorists could be using a handheld mobile phone or people in the vehicle are not wearing a seat belt. If the AI calculates a high probability of an offence, the images are sent on for human review, and potentially for consideration of further action by the Police.
Our ambition is for Greater Manchester to have zero fatalities and life changing injuries on our roads by 2040 whilst increasing safe, healthy, equitable mobility for all.
Everyone has a part to play. The public can help straight away by committing to be the safest road user they can be.
3. What information we will collect from you (the purpose and legal basis for processing information)
Local government is the main delivery agent of road safety. Local authorities have a statutory duty under section 39 of the 1988 Road Traffic Act to “take steps both to reduce and prevent accidents”. Therefore, the legal basis for collecting this data is Public task - the processing is necessary to perform a task in the public interest or for official functions, and the task or function has a clear basis in law. Article 6 - 1(e)
Data will be collected via mobile camera units sited at various locations across Greater Manchester.
4. How we ensure the security of your data
Safer Roads and Aecom are committed to providing the appropriate levels of security to the information we collect and we use reasonable measures to prevent unauthorised access to that information. We are required to demonstrate that our solutions meet the required levels of personal, procedural, policy, data and technical security. We will only process personal information for the purposes it has been collected or subsequently authorised.
5. Information retention
Data is held by our commercial partner (Aecom) who are managing the deployment. The data does not leave the UK. Aecom will securely destroy all images after 3 months.
6. Transferring data
All data collected as part of this project will remain in UK.
Data sharing
The information collected as part of this survey will only be used by Safer Roads and Aecom in a blurred/anonymised format for the purposes explained above.
7. What rights do individuals have?
Aecom and Safer Roads must comply with the United Kingdom General Data Protection Regulations (UK GDPR) and the Data Protection Act 2018.
Under data protection law, your rights include:
- Your right of access - You have the right to ask us for copies of your personal information.
- Your right to rectification - You have the right to ask us to rectify information you think is inaccurate. You also have the right to ask us to complete information you think is incomplete.
- Your right to erasure - You have the right to ask us to erase your personal information in certain circumstances.
- Your right to restriction of processing - You have the right to ask us to restrict the processing of your information in certain circumstances.
- Your right to object to processing - You have the right to object to the processing of your personal data in certain circumstances.
- Your right to data portability - You have the right to ask that we transfer the information you gave us to another organisation, or to you, in certain circumstances.
You are not required to pay any charge for exercising your rights. If you make a request, we have one month to respond to you.
