Transport for Greater Manchester is planning to transform Bury Interchange, in partnership with Bury Council and Greater Manchester Combined Authority.
Building on the award-winning approach used at Stockport Interchange, Bury is the next priority, with plans for it to become Greater Manchester’s first carbon neutral transport hub.
The redevelopment plans will deliver a modern, integrated transport hub joining up bus, tram and active travel as part of the Bee Network, with significantly improved passenger facilities. The scheme will be delivered in two phases.
It will also play an important role in Bury’s Town Centre Masterplan - including new residential homes as part of the development - providing a welcoming and accessible gateway to the town centre.
Project plans
Phase one will focus on Metrolink access and platform improvement works. These works are due to start in autumn 2026.
Phase two includes the bus interchange and new residential development. The existing bus interchange building is expected to fully close for redevelopment in 2028 (subject to approvals) and work on the new interchange and residential apartments are due to be completed in 2030.
Initial designs for phase two of the redeveloped interchange are currently being drawn up, with public consultation proposed for autumn 2026 to help shape the plans before a planning application is submitted.
Travelling to and from Bury Interchange
During most of the redevelopment programme, tram services will continue to run into Bury Interchange. However, there will be times when trams won’t be able to run into the interchange while construction takes place.
When this happens, we’ll do everything we can to minimise disruption. We’ll let passengers know in advance and provide details of any changes, including bus replacement services.
Bus services will continue to run every day to and from Bury town centre.
Phase one (autumn 2026 – early 2028) – Metrolink access and platform improvement works
Phase one will start in autumn 2026, paving the way for the full development of phase two of Bury Interchange. Planning permission for phase one was granted in July 2025. Early engagement took place with TfGM’s Disability Design Reference Group (DDRG) in 2024, which helped shape the proposals.
Phase one works will include:
- A new footbridge over the Metrolink tram lines, which will provide a direct link to Union Square, with step-free access to Pyramid Park via a new pedestrian route. The new footbridge will be a permanent fixture in the town centre, ensuring that passengers can still access the tram platforms when the interchange closes for its multi-million-pound redevelopment.
- New stairs and a lift from the footbridge will provide access to the platforms.
- The Metrolink platforms will be upgraded and refurbished, including new canopies, resurfaced platforms, improved ticketing facilities, better passenger information displays, new driver facilities, and upgraded lighting, signage and CCTV.
- Temporary stepped access will be built at the north end of the eastern platform to give a more direct route to the town centre. This will be open to the public in late 2027 / early 2028, before the main work on the interchange begins.

Phase two (early 2028 - 2030): Interchange and residential development
Plans for phase two are currently being developed and remain at the proposal stage. Since 2025, we have been working with local groups to help shape proposals for an inclusive and accessible new interchange. Subject to approvals, construction of the new interchange is expected to begin in early 2028.
If approved, the proposals would create a modern, integrated interchange with significantly improved facilities, including:
- A modern, fully enclosed building with a safe and secure waiting area
- Better passenger information, lighting, signage and CCTV
- Fully accessible toilets, including a Changing Places facility
- A multi-use quiet room
- A dedicated active travel hub with secure cycle parking
- Redesigned bus areas - where buses arrive, depart and pick up passengers - with improved access and fewer crossing points
- An information and ticket office, bus supervisors’ office and new driver facilities
- Spaces for retail and other commercial uses
- A high-quality external bus shelter on Angouleme Way
- New residential apartments
New homes as part of the scheme
The plans also include new residential rental apartments on the interchange site.
These homes will help create a lively, mixed-use town centre, bringing together high-quality public transport and affordable housing. They will also support wider regeneration in Bury and help meet local housing needs.
What will happen next
Initial phase two designs for the redeveloped interchange are currently being drawn up. Public consultation is planned for autumn 2026 to help shape the proposals before a planning application is submitted.
The start date for work on the interchange is still being agreed. However, the new phase one footbridge is planned to be installed before any phase two works begin on site.
The closure of the interchange for its multi-million-pound redevelopment is planned to start in 2028, subject to relevant approval.
Funding
Funding for the work has been provided through the government’s City Region Sustainable Transport Settlement (CRSTS), which saw Greater Manchester awarded £1.07bn to help deliver the Bee Network. Bury Interchange is a specified project within this programme.
