Improving journeys: Wigan to Bolton

Transport for Greater Manchester, Bolton Council and Wigan Council are working together to develop proposals to improve journeys between Wigan and Bolton, via Hindley and Westhoughton, for people using the bus, as well as those walking, wheeling or cycling.

By making it easier for more people to travel in these ways, we can also help reduce congestion and improve journeys for all road users, including motorists.

Deane Road, Bolton

As part of these plans, a red route is being proposed along Deane Road to formalise the current arrangements.

At the current time the restrictions are enforced by civil enforcement officers and by introducing the red route this will make it easier to enforce by using cameras.

There will be no changes to the road layout or new restrictions introduced. The installation works are planned to take place in Autumn 2026.

The proposed measures on Deane Road aim to address problems with double-parking outside businesses, improving journeys for all road users and access to shops and services.

The improvements will include:

  • Red road lining along Deane Road to indicate the red route.
  • Signs to indicate where the restrictions start and end.
  • Enforcement cameras at specific locations.

Questions and answers about red routes

Illegal and inconsiderate parking on Deane Road in Bolton is causing significant delays to traffic flow, blocks businesses from operating and can be dangerous for all road users.

Red routes allow for better management of parking and loading, as a red route is a clearway where a vehicle cannot stop.

These restrictions are currently in place, and so the introduction of a red route will be a way to better enforce these existing rules. Each red route will have double red lines and accompanying signs.
