Transport for Greater Manchester’s Urban Traffic Control (UTC) team provides a high quality traffic signal control service to the ten district councils of Greater Manchester, and Highways England.
Made up of more than 2,400 installations - the largest number in the UK, outside London, the existing traffic signal network is operated and controlled by UTC through TfGM’s Control Centre using a range of technologies including optimised traffic signal control through SCOOT (Split Cycle Offset Optimisation Technique) and MOVA (Microprocessor Optimised Vehicle Actuation).
We offer specialist experience on the design, installation, operation and control of signals, which includes both junctions and pedestrian crossings. We also provide the maintenance function for the region's traffic signal network.
We also maintain and operate associated traffic control equipment for the Districts, including variable message signs (VMS), car park signs and automatic traffic count sites.
Urban Traffic Control manages 2,400 sets of signals, which includes:
- 985 pedestrian crossings (Puffins, Pelicans, Toucans and Pegasus)
- Junctions and crossings controlled by SCOOT and MOVA technology
Urban Traffic Control undertakes:
- Traffic signal modelling
- Scheme feasibility assessments
- Detailed junction layout and signal design,
- Signal installation and commissioning, including Metrolink junctions
- SCOOT and MOVA installation and commissioning
- Signal fault rectification and the management of the signal maintenance contract
- Providing advice and information on signals for local authorities, Highways England, the public and solicitors.
Urban Traffic Control is available to carry out all aspects of traffic signal and VMS work, both inside and outside Greater Manchester, including:
- Traffic Signal Design
- Traffic Signal modelling
- Feasibility and advice relating to traffic control and junction layouts
- 2D geometrical junction design
- VMS and car parking guidance system design and implementation.
- Intelligent Transport system technology including traffic counters (vehicular/ pedestrian/ cycle)

Please note that UTC is not responsible for temporary traffic signals, such as those at roadworks or shuttle working. For problems with this type of installation please contact the appropriate local council.
