You will need to complete an application form and provide the following depending on the disability type.
For an adult with learning disabilities:
- The applicant must be registered with their local authority social services department, we will accept an authorised signature by the learning disabilities officer at the district local authority.
For a child with learning disabilities or autism:
- The applicant can provide an approved copy of the active Education, Health and Care Plan.
- The applicant can provide a copy of the annual review acknowledgment of the active Education, Health and Care Plan. This can be in the form of a letter or email from the applicants local authority, school or college.
- If not currently in receipt of an approved Education Health and Care Plan provide details of local authority to enable TfGM to enquire and confirm applicants eligibility.
- The applicant can provide a confirmed diagnosis of autism spectrum disorder from the Child and Adolescent Mental Health Services AND proof that you receive Special Education Needs support.
For an applicant with a neurological development condition including ADHD, autism or other related conditions that would result in the refusal of a driving licence.
The following information will need to be provided for an independent medical assessment to be undertaken to assess if the applicant meets the eligibility under refused driving licence:
- The applicant will need to provide evidence of neurological development condition such as a condition diagnosis letter.
- The applicant will need to complete the questions within the application form to understand how the condition impacts ability to drive.
- The applicant will need to provide supporting documents such as higher rate DLA, PIP points breakdown or evidence of previous contact with specialist services such as independent letters from educational psychologists, special education needs co-ordinator, medical professional, psychiatrist, or general practitioner.
You will also need to provide the following:
- Proof the applicant's address is within Greater Manchester.
- A recent, good quality photograph showing the applicant’s full face without a hat.
Once the application form is completed it can be sent in either paper or digital format (via email). All supporting evidence must be sent with the application form.

Once your application is submitted we expect to process the outcome and inform you within 6 weeks. If we need any further information we will contact you on the details you have provided within the above stated 6 week period.
