How to apply for a disabled person's travel pass

Profoundly to severely deaf

If you are profoundly or severely deaf in both ears you may be eligible for a travel pass.

You can apply online if you have one of the following:

  • A copy of the applicant’s audiological report or aural specialist evidence of a hearing loss being reached of 70+ dB HL in both ears.
  • A letter from a hearing specialist (or GP) that confirms the applicant is profoundly or severely deaf.

You will also need to provide the following:

  • Proof the applicant's address is within Greater Manchester.
  • A recent, good quality photograph showing the applicant’s full face without a hat.

Please ensure that you have all of the above eligibility criteria to hand before completing the application form.

You will need to use a paper-based application if:

  • The applicant may be registered on a voluntary basis with their local authority social services department, we will accept an authorised signature by the Sensory Team at the district local authority.

Once the application form is completed it can be sent in either paper or digital format (via email). All supporting evidence must be sent with the application form.

The paper forms are to be sent to:

The forms that are sent digitally need to have all supporting evidence sent with the application form to the following email address:

If you feel that you meet the eligibility but don’t have the requested evidence, please contact us on the above and we may be able to offer support to complete the application form.

Once your application is submitted we expect to process the outcome and inform you within 6 weeks. If we need any further information we will contact you on the details you have provided within the above stated 6 week period.
