Experience, Knowledge and skills

Considerable experience in delivering the procurement needs of similar sized organisations and is comfortable with ambiguity.
Substantial experience as a procurement manager.
Very strong commercial awareness and experience of implementing commercial strategies within procurement to drive value outcomes.
Articulate (in writing and orally) with strong engagement and influencing skills, and ability to navigate difficult conversations.
Proven substantial experience of developing and implementing complex procurement policies and processes.
Ideally MCIPS or willing to study for it.
Ideally experienced in Public Procurement including the 2023 Procurement Act.

Key aspects of the role

Responsible for procurement of major capital funded construction projects including a new transport Interchange in Bury.
Personally deliver procurement activity including all tendering activity through to final commercial arrangement and contract and Framework sign off.

Key aspects of the role

Act as the Lead Contract Advisor within Capital Delivery of the Infrastructure Pipeline to ensure contract issues are managed throughout the Project Lifecycle. The Programmes are varied and extensive and include Major Interchange Development, Metrolink extension and improvements and the delivery of Bus Infrastructure in support of the new Bus services Bee Network.

The total expenditure over the next 7 years is in the region of £2.5bn. This will require TfGM to maintain strong relationships of trust with contractors, consultant Partners, internal colleagues and external stakeholder, including district partners.

Dealing with all associated contractual matters relating to the delivery of projects including but not limited to;

Development of bespoke procurement strategies, tender and contract formation including NEC and Bespoke Forms.
Dispute mitigation and resolution and negotiation of contractual matters on behalf of the organisation.
Provide specialist advice and guidance for dealing with all major areas of contention between TfGM and counterparties.

Experience, knowledge and skills

Extensive and demonstrable experience of complex contract procurement, development, implementation, variation negotiation and management.
Demonstrable ability to understand and distil complex issues, understand interrelationships between linked and conflicting issues, and communicate them simply to key stakeholders.
Extensive experiences in and ability to influence decision making, using information and analysis where appropriate to negotiate outcomes.

Key aspects of the role

Leading the development of the Bus Depot Management Strategy.
Responsible for authorisation of any maintenance, repairs, upgrades or works across the bus depot estate.
Accountable for ensuring suppliers and bus operators meet their SLA obligations.
Responsible for resolving to TfGM’s satisfaction any contractual disputes.
Driving continuous improvement across the utilisation of the Depot estate.
Ensure that the TfGM Asset Management Information System is up to date.
Provide specialist technical advice and guidance in the procurement of depots and associated equipment.
Developing new ways of working and effective return on investment with suppliers.
