Vision Zero is Greater Manchester’s ambition to eliminate road death and life changing injury by 2040, with a target to achieve a 50 per cent reduction by 2030. The intention is to increase safe, healthy and equitable mobility for all.
Vision Zero engagement activity
We asked individuals and organisations who live and travel in Greater Manchester to share their views on the draft Vision Zero Strategy and draft Vision Zero Action Plan. The feedback has been used to inform final versions of the strategy and action plan, which were formally adopted by the GMCA committee on 29 November 2024.
Draft Vision Zero Strategy
Between February and March 2024, over 1000 people shared their views and experiences on the city-region’s roads. Feedback suggested the top three areas of improvement included:
- Improving road maintenance
- Reducing anti-social driving behaviours
- Suitable punishment for dangerous driving
Draft Vision Zero Action Plan
Between 16 May and 27 June over 700 people shared their thoughts on the draft Vision Zero Action Plan.
The information below summarises key feedback and how it has informed actions within with final Vision Zero Action Plan.
Safe Streets
You said:
- Roads need to be better maintained.
- More traffic-calming measures are needed.
- Improvements in active travel infrastructure are needed.
- More enforcement is needed to tackle pavement parking, as it’s a barrier to vulnerable road users and those want to use active travel methods.
We’ve committed to:
- Delivering ongoing and increased targeted maintenance of our streets, including cycle lanes and footways (action 1.1).
- Delivering safer roadside infrastructure by ensuring that the design of our roads and streets encourages slower vehicle speeds to help protect those who are more vulnerable (action 1.4).
- Investing in and improving the active travel network. As of August 2024, 117km of Bee Network standard active travel infrastructure has been completed, with an additional 58km of schemes currently in development (action 1.5).
- Advocating for Local Highway Authorities to be given further powers to stop pavement parking (action 1.7).
Safe Road Users
You said:
- More education is needed to improve road user behaviour.
- More enforcement is needed on Greater Manchester’s roads to help tackle anti-social road user behaviour.
We’ve committed to:
- Delivering behavioural change education campaigns. These include targeting anti-social road user behaviour (action 2.1) and providing targeted education campaigns for drivers (action 2.2) and motorcyclists (action 2.3). We are also committed to teaching young people essential travel skills by supporting Road Safety Champions, Youth Travel Ambassadors and Bikeability (action 2.4).
- Working in partnership with the 10 GM Local Authorities to tackle poor driver behaviour (action 2.7). GMP will also undertake hotspot policing operations (action 2.8) which will be supported by third party reporting via Operation Snap (action 2.9).
Safe Speeds
You said:
- Reduced speed limits around schools and residential areas.
- More visible and consistent enforcement for those breaking speed limits.
We’ve committed to:
- Reviewing and implementing safe speed limits, according to road function (action 3.1).
- Upgrading safety cameras (action 3.3.), targeted speed enforcement action in high-risk locations (3.4) and investing in community speed watch schemes (action 3.5).
Safe Vehicles
You said:
- More information on safety standards when purchasing vehicles, would be useful.
- Ensure adequate safety standards for vehicles.
- More enforcement for those who don’t have a compliant vehicle.
We’ve committed to:
- Helping vehicle owners and operators choose the safest vehicle by including key information on emerging technologies and safety features in communications with the public (action 4.1).
- Procuring safer vehicles for GM organisations (action 4.2).
- Removing dangerous vehicles from GM roads. GMP will deliver enforcement operations that will run all year round (action 4.3).
Post-Crash Response
You said:
- Post-collision investigations are important to help understand factors that contributed to the collision.
- Improvements are needed in emotional support for all those involved in a road traffic collision.
We have committed to:
- Undertaking thorough investigations into the causes of each fatal and life changing injury collision. These investigations will go beyond reviewing the data, to help us understand how we can prevent similar events from occurring (action 5.3).
- Improving our awareness raising of available support networks to families impacted by road traffic collisions (5.5). The NHS Trusts are also committed to improving both patient and carer support (action 5.6). GMP family liaison officers will work to support families affected by road traffic collisions (action 5.4).
