Our current Local Transport Plan is made up of a number of documents, including:
- Greater Manchester Transport Strategy 2040.
- Our Five-Year Transport Delivery Plan 2021-2026 (including 10 local implementation plans).
- Several supporting sub-strategies that all contribute to meeting our regional transport ambitions and building the Bee Network.
We're currently working on a new Local Transport Plan - the Greater Manchester Transport Strategy 2050 - that will replace the current documents.
We’ll be asking for your views during a public consultation planned for late 2025. Keep an eye on this page for updates and other opportunities to get involved.

Greater Manchester Transport Strategy 2040
Our current adopted Greater Manchester Transport Strategy 2040 sets out Greater Manchester’s long-term ambition for transport.
Our vision is for Greater Manchester to have world-class connections that support long-term sustainable economic growth and access to opportunity for all.
It sets out a strong commitment to provide a transport system which:
- supports sustainable economic growth and the efficient and effective movement of people and goods,
- improves the quality of life for all by being integrated, affordable and reliable; protects our environment and,
- supports our target to be net zero carbon by 2038 as well as improving air quality; and capitalises on new technology and innovation.

Our Five Year Transport Delivery Plan 2021-2026
Our current delivery plan runs through to 2026, so we're working on a new delivery plan to start from 2027.
The delivery plan sets out all the projects we want to deliver - or develop - and powers we want to secure over the next five years to generate real benefits for the people and businesses of Greater Manchester.
This section includes our ten Local Implementation Plans - one for each of the Greater Manchester's local authorities - which complement Our Five-Year Transport Delivery Plan by providing more detail on local transport priorities to support local trips within neighbourhoods and local centres.
How our strategies link up
The Greater Manchester Strategy provides the overarching framework for the Greater Manchester Transport Strategy 2040, the Transport Delivery Plan 2021-2026, and the ten Local Implementation Plans.
The structure of our strategies within Greater Manchester is set out below, and includes the following key components:
- Greater Manchester Strategy: The city region’s overarching strategic framework that sets out a collective vision.
- Greater Manchester Transport Strategy 2040: This is the statutory Local Transport Plan (LTP) for Greater Manchester. It sets out a long-term vision for a transport.
- Greater Manchester Transport Delivery Plan 2021-2026: A key component of the region’s long-term transport strategy. It outlines the short, medium and long-term priorities for transport investment across Greater Manchester, supporting the overarching Greater Manchester Transport Strategy 2040.
- Local Implementation Plans: District level transport plans tailored to each local authority area, forming an integral part of the Greater Manchester Transport Strategy 2040 and Transport Delivery Plan 2021-2026.
